How a Bill Becomes a Law is a Maxis-made adventure. It is a downloadable adventure retrieved from the internet.
The adventure involves the player helping a bill's quest to become a law that declares Spoffits the official animal of Spore.
Summary[]
The adventure starts outside of the white house, where a group of protestors are protesting for the rights of Spoffits. Speaking with Duck Man explains that they demand a bill to declare Spoffits as the official animal of Spore, but despite 10,000 signatures, they cannot make laws as they are normal citizens, asking to get a congressman interested in their cause to get the process started. When talking with Senator Quibbly, he thinks this is a critical issue and then proceeds to write a bill, which requires to give the petition to Senator Quibbly. The player must talk with Bill, saying that with the player's help, it will become a law, but hinting that there are many obstacles and dangers, asking to help it pass through the Capitol building.
When entering the Senate, the player must speak with the Majority Leader who explains about passing the bill but pointing out that Spoffits are a controversial topic, then asks to go to the committee rooms to pass the test. As a committee, the player must offer out of the 6 mark-ups to 3 lobbyists on the right--Farm Lobbyist, Librarian, and Conservation Lobbyist--which then brings to the senators in front of them. After successfully bringing mark-ups, Bill states that it got approved by the committee, then says that the next part is the floor action, which involves defeating the Lead Opposition through 'arguments'. After defeating him and the bill is passed to the Senate, the player must enter the corridors then talk with Bill, explaining that it has to pass in the House of Representativesโover 435 representativesโthen asks to wait here as it can do alone. The bill is back with an amendment, saying that it has to pass again in the Senate and go to the Senate. The player has to defeat the Lead Opposition again, and then get back to the corridors speaking with the bill that it got passed again in its amended form, with only one step left being signed into by the president himself. While his office is in a different building being White House, getting through the middle door will get the player there.
When entering the president's office, the player must approach Barack Obama so the player sign the law, which transfers them outside with a cheering crowd and Law who was prior a Bill. The Law thanks the player and learned to appreciate this magical process.
