The gravity tool was featured in the Galactic editor (which is gone). It would have been used to increase or decrease gravity to create stars and galactic objects, or destroy them. It might be used to warp spacetime for speeding up interstellar travel.
Although the galactic editor isn't present in the current public release of Spore, a player can download almost identical prototypes called Particle Man and Gaslight.
