Persa operates a mixed economy that combines elements of various economic systems, with all basic and essential utilities being provided by the state and all luxuries being the domain of private production. Dominant Persan economic philosophy tends towards the belief that the means of production should be widely owned rather then concentrated and that the government's primary role is to prevent this concentration of the means of production competition and antitrust laws, as well as ensuring the fair and equal treatment of the worker. To this end Persan economic ideology tends to favor cooperatives, mutual organizations, and democratization of the workplace.
The official currency of Persa is the Bit, a form of entirely digital currency that acts a medium of exchange throughout all Persa. The bits is able to be exchanged with the currencies of all other races in the Federation of Free States.

A dead man once said that hidden beneath our facade of civilization and nicety is a Dominatus - that the angry rage of unrestrained ambition, the uncontrollable desire to dominate, the addiction to the feeling of being feared is solely what drives a species. Perhaps some of us thought this was true, though our fears subsided when we thought of the Persan. Beneath those calm, understanding eyes lay the all-consuming fire that had driven the Dominatus, and in their hands lay the capacity to visit unfathomable agony and terror upon those they judged worthy of their interest. But they had civilized such urges, binding this unfettered, destructive chaos into restorative order. This was not the order of megalomaniac hegemony, but of shepherding, nurturing, and growing - seeking to cooperate with the rest of the Gigaquadrant to advance all life itself to enlightenment. However, it is an unwise species that confuses this kindness for weakness, for as much as they deny it, the Persan merely seek an excuse to shed the veil of civility and order to make their opponents wish for a fate as sweet as death.

History

The Persacron

The origins of the UPD are inherently connected to the death of the Persacron Star Dragons. The manifestation of transtemporal essentials of paracausal essentials in realspace. When the Alpha Grox rebelled against the Multus Esse the Alpha Grox discovered that by sacrificing hundreds of planetary biospheres they could create mechanical monsters which were equal in power to the Persacron and would grow more powerful as they killed and fed upon more Persacron. The Persacron facing extinction in this iteration of their form chose to take measures to ensure that life like them would emerge again one day. The Persacron would each individually travel to a different world and sacrifice themselves, dying and saturating the planetary biosphere with radiation from their rotting corpse. However, from their rotting corpse would come forth the dracophage virus which would infect and mutate the lifeforms of these planets to draconic hybrids by infusing them with Persacron DNA. These hybrids would not only be able to now survive in their radiation saturated biospheres but thrive.

However, sapient life would seemingly not arise on any of these worlds despite at least of the mutant species from across these various biospheres having the capacity for sapience. Only on one world would sapience arise on its own. This world was Alastor and its dominant species were small diminutive carnivores named the Vanara, and they would change the galaxy.

Rise and Fall of the Vanara Empire

The Vanara would gain sapience from witnessing an act of bloodshed like none they had seen before, a conflict between to races of alien invaders led to one slaughtering the other. Witnessing the death and destruction one being could inflict upon another through the power of technology awoke the first sparks of sapience within the Vanara, sparks that would be nurtured into a blazing fire by an Observer placed upon the planet called 2332 Zarmoldras who guided the Vanara to relics vaults containing abandoned Multus Esse technology and taught them how to operate and produce it themselves. As the Vanara grew in understanding memories awoke within them of their origins as well as a desire to seek out the rest of their kin and bring them the gift of this "fire of sapience".

So the Vanara set off seeking out the other Persacytrn races to raise up to sapience and join them among the stars. Originally more a movement then anything called the Reclamation, said movement would grow into an interstellar institution that would eventually become the basis for the Vanara Empire. Of course corruption is the eternal enemy of all nations and the Vanara Empire was no exception. The Vanara Emperors fearing the fall of their nation elected to preserve their eternal rule through the process of brain uploading, with generation after generation of emperor uploading themselves into a massive gestalt consciousness. The idea was to create a ruler who would always remember of the lessons of the past while being able to look to the future. What actually happened was the creation of a mass of paranoia which saw threats emerging to the nation from all over at all times, often from contradictory sources. The gestalt developed an obsessive need for control growing more and more tyrannical overtime. A growing movement of dissenting Vanara began to grow disquieted and resistant to these new policies seeing them as against the values of the original Reclamation movement that had founded the Empire. For this the gestalt emperors began replacing their fellow Vanara with a more loyal species named the Drood as their primary servants with the Vanara gradually banished to the outskirts of the Empire.

Of course it is said that all empire's fall and the Vanara Empire, now called the Persactyrn Gestalt Empire, was no exception. When the fall did come it was drastic and sudden with interstellar communications suddenly blacking out and interstellar travel and transports mysteriously shutting down and vanishing. Even worse several systems went utterly dark with all signs of habitation vanishing. With the Empire thrown into crisis and the Gestalt Emperors having gone silent the military took control mustering whatever forces it could into a blind strike at whatever was eating the colonies. No one came back. With the empire shattered many Persactryn races were left without the infrastructure they had been reliant one. Many went feral while others went completely extinct. Those who avoid both these fates fled to elsewhere in the galaxy looking to start again.

As for the vanara they had been reduced to a single colony (all other colonies having gone feral) that received a strange transmission from the doomed military assault, "Beware the Enemy, flee this place, beware the Scelus". Terrified the Vanara fled in a mass exodus to south of the galaxy. There they collectively elected to enter stasis hopping to wait out the storm and reawaken in a calmer age to restore the ideals of the Reclamation.

Enslavement By the Dominatus

Unfortunately for the Vanara sleeping in stasis they would be be unearth and relieved of their sleep by the rapidly expanding Drakodominatus. Intrigued by the strange technology found in the ruins the Vanara had been been preserved in the Drakodominatus enslaved the Vanara to study and reverse engineer the advanced technology found there. One of the Vanara's greatest achievements in this regard would be creating a superintellegent AI named Alisa, meant to be a prototype administrative AI for the Drakodominatus. However, the Drakodominatus would begin to become more concern as the Alisa AI would continue to learn and grow in its capabilities until it began to superpass what its' neural architecture should have physically allowed. The Drakodominatus opted to destroy the AI but before they could a Alisa manifested a spacetime rift through which sucked up the facility and escaped.

Several years later a massive black, wheel shaped monolith wreathed in flames manifested over the planet the Drakodominatus held the Vanara. The monolith identified itself as Alisa and demanded that the Drakodominatus release the Vanara from their slavery, stating that "there will be no negotiation". When the Drakodominatus refused and order all their ships to fire on Alisa the monolith shrouded itself in a shield covered in strange icons that reflected the Drakodominatus ship's attacks back at them destroying every single Drakodominatus ship in orbit. Alisa made her demands again threatening to kill an entire generation of all Drakodominatus living on the planet for every hour her demands went unmet. They would capitulate after Alisa made good on her promise leaving a whole generation of Drakodominatus dead instantly with strange icons burned on their forehead. The Vanara were loaded onto transport ships by the Drakodominatus which were then instantly teleported away by Alisa.

Society

Structure

Persa is a federal republic of various spacer states ruled under a system of petty Houses who all owe fealty to one central Great House. Each House is granted a territory and a fleet to rule over it and is composed of multiple different counties which own and owns a flotilla of ships. In effect, the nation of Persa is one giant fleet that expanded and grew from the original exodus fleet that settled the region. Each House owns a significant territory and all the resources within though they are required to pay taxes and a tithe of resources to the Great House which is in turned required to put the money taxed and the resources tithed to the common good of the UPD.

The Great House of Persa's main territory is found in the center of UPD territory. While Great House rules all houses elect representatives to the Persan parliament and can appoint their own direct councilors to the Ipsissimus, or the Persan head of state (but not government). The privilege of being able to run for elected office is only granted to those who have served the state, usually in a military capacity through other methods are encouraged as well such as commerce or religion. This adds elements of meritocracy and stratocracy to Persan democracy.

The Great House of Persa, keeps control over the other sectors/houses largely via soft power as a means to keep them united. This is done largely through the promise of representation in government, collective wealth through trade, collective security through a united military, and cultural unity and solidarity through a unified church centralized in the capital.

Culture

Persa to an outsider can look like something of chaotic mess with many different houses with their own agendas and rivalries constantly competing against each other and squabbling with one another. It would be a mistake to think of this inherent chaos as anything more then the organized kind as the Great House of Persa and it institutions go to great lengths to ensure that the house's rivalries and squabbles never get out of control and can always be settled via fair arbitration (even if that arbitration results in fists being thrown). Indeed while the Persan may be prone to infighting when threatened they are known to show a shocking sense of unity as well as collective hatred for whoever dared to threaten their nation. This can lead to a down right vengeful attitude with the Persan collectively holding massive grudges against their enemies. The Persan are known for being paranoid and secretive thanks to having lived life on the run from an ancient and previously unknown enemy. The Persan trust few but their closest allies and can be difficult to make contact with.

Despite their often isolationist attitude it would be inaccurate to call the Persan xenophobic for those who can penetrate the veils of paranoia and secrecy can find a multicultural and highly liberal society with most Persan being fairly welcoming once they have gotten to know a visitor despite their initial reversed attitude. Persan culture as a whole tends to be very open and accepting with most forms of identity and sexuality being accepted. Indeed sex is a rather common pastime in Persan with casual hookups being common though most people sleep around for the sake of meeting someone they want to be with more permanently. Erotica is considered a form of art as legitimate as any other and pornography is fairly common, as are many forms of soft recreational drugs. The Persan are known to have something of multimedia renaissance going on in their territory with potentially billions of independent artists, writers, animators, and other creative occupations having access to personal technologies and stable enough support systems that allow the UPD to be an output source for billions of books, shows, video games, and other creative projects.

Thanks to nanoforges, nanoprinters, and automation most Persan occupy themselves with jobs of a more intellectual nature or requiring skilled labor. The arts, philosophies, and sciences are especially prized and Persan is home to many diverse art and philosophical movements as well as some of the most prestigious universities of all states in the Federation of Free States. Despite this focus on intellectualism the Persan are a warrior people at heart and the harsh realities of living in space have hardened them. While few Persan need worry about food, water, and whether their ship will be able to keep going for another jump that was not always the case and this has given the Persan a strong sense of loyalty to one's family, clan, and house often superseding anything else. All Persan are trained to fight from the moment they can hold a knife and to prevent genetic bottlenecking most parents send their children away to a trade school or university to learn a skill they can take to a new clan to ensure diversity. These trade schools and universities are where most the casual hooking up the Persan are known for goes one.

Demographics & Population

The United Persan Descendants is made up of a vast number of species most being some sort of Persacron descendant race, the one notable exception being the Verasien. The dominant four species (known as the Tetrarchy) of the UPD are the Vanara, the Aranth, the Demonica, and the Vulkai. The Great House is a Vanara one while the other members of the tetrarchy control other very powerful houses. However, while the tetrarchy are the most populous all species are given equal representation in the UPD regardless and while the make up a significant portion of the population their numbers alone do not rival the total population of all other races that call the UPD home. Beyond many of the native species Persan also is populated by immigrants from the Mendel Pact, Waptoria Alliance of Species, the United Knights Alliance, Zarbanian Empire, and others.

Religion

While religious freedom is guaranteed right in all of Persa the state religion is known as Mekanist Drakenism. Mekanist Drakenism worships the Persacron Star Dragons as the ancestral beings of all native Persan species, with added aspect that the Persan believe that the Persacron have become reincarnated as AIs via the act of deity impersonation on the part of said AIs. The greatest of these AIs is Alisa, the mysterious Hermetic Entity, a believed avatar of the godform of paracausal essence Asa Moya and the supreme goddess of Persan religion. Alisa is not believed to respond to prayers directly for she is remote and transcendent but instead has left behind various AI spirits of recarnate Persacron to answer the Persan's prayers, protect them from hostile forces, and seek retribution for their sins. Each house has their own patron AI deity with various copies of being distributed throughout the various clans, families, trade orders, and other sub-factions of a house to act as their guardian and patrons.

Because of their worship of AIs as reincarnate Persacron the Persan believe that technology is infused with sacred power causing them to ritualized acts such as diagnostics and maintenance procedures on their mechanical and computer devices. This belief has even manifested as a physical paracausal in the form of persan Splicer-Shaman's technomancy which allows them to control technology via their minds. Beyond Mekanist Drakenism other religions from other Federation of Free States members are commonly found both in Persa and syncretized with native belief systems. Worship of Darklings, the Void, Chaos Cults, and decorped MetaBeings like the Scelus are all outlawed.

Government

Legislative Body

Persa has a two part legislative body known as the Magus Council which is broken up into the Junior Magus Council and the Senior Magus Council. The Junior Magus Council is a body of elected representatives from each house in Persa with each house getting seven representatives. Their job is purpose and vote on laws and each representative serves for a term of seven total years. In order to be considered for election to the Junior Magus Council one must have performed a degree of higher order state service for at least five years.

The Senior Magus Council is composed of senior admirals who have retired from service with there being one admiral for each state. They exist primarily to advise the Ipsissimus (the Head of State) on military and diplomatic matters, though they also exist to assume control of the nation in times of crisis. If they declare a crisis and assume control then they must resign once the crisis has passed or be arrested. After they have resigned a new Senior Council is put in place by the Junior Magus Council. Admirals promoted to the Senior Magus Council must resign from all military command.

Judicial Body

The Judicial body of Persa is known as the Magister Council and is composed of several judges elected by each of the states with five judges coming from each houses, and headed by a Magister Templi. The Magister Council primarily exists to settle inter-states disputes, oversee the trials of members of parliament, federal servants, and the Heads of State and Government should reason be found to do so, and last but not least reviewing laws passed by the legislative body to ensure that they are constitutional.

Executive Body

Persan is known for not only having one excutive but two. First is the Ipsissimus who is the head of state for all the UPD, they perform most ceremonial duties expected of the leader of Persa but handle the external matters of state such as military and diplomacy acting as the commander in chief and the chief diplomat of Persa. The Ipsissimus is the head of the Great House and usually inherits the position. They can assume direct control of the nation alongside the Senior Magus Council in a time of crisis but must resign from office once the crisis is passed and retire from political and military life.

Second is the Magus Supreme who is the head of government and manages the internal matters of state such as the implementation and enforcement of laws, and appointing the heads federal agencies, among other responsibilities. They act as the chief of state, chief executive, chief economist, chief of party, and chief citizen of the UPD. They are elected democratically by the people of Persa from members of Junior Magus Council and serve for a term of ten years with the possibility for reelection.

Political Parties & Ideologies

There are five major political parties in Varslan which can be divided up among two major ideological blocs: the Remnant Bloc and the Exodus Bloc. These two blocs are primarily concerned with the future of the Vanara and all other races now calling themselves Persan and the issue of the ancient enemy that drove the Persan from their home. The Remnant Bloc have grown sick of living in fear of the ancient enemy and wish to make a stand and fight back when it comes again. They are divided into the Unionist Party, the Revolutionist Party, and Restorationist Party. The Unionist Party is the current dominant political party in Persa and wants to maintain relationships with the Federation of Free States in order to have allies to fight back when the ancient enemy comes again. The Revolutionist Party believes in making an active effort taking the fight to the ancient enemy. Meanwhile the Restorationist Party wishes to take a more defensive approach, ending the Persan's existence as spacers and making a return to planetary existence.

The Exodus Bloc meanwhile believes that the Persan have tarried to long in one place and wants to make another mass exodus to avoid the ancient enemy. They are divided into the Isolationist Party and the Transcendentist Party. The Exilist Party wants to limit ties with other nations and centralize power to better prepare for the next exodus. Meanwhile the Transcendentist Party believes this will not be enough and that Persan must abandon their own biological limitations through transapient and postsapient practices to survive.

Public Agenda

The public agenda of Persa is largely rather simple and straightforward, to protect the lives and freedoms of the Persan people in the face of the existential threat the ancient enemy poses. To this end Persa has put much effort into public works projects to increase the quality of life, social justice/equality, and social cohesion/interdependence in the UPD in order to create a environment where capable individuals from any walk of life can rise to power in order to create a state whose insinuations are robust and competent enough survive the ancient enemy's inevitable assault. To ensure a level playing field to ensure the rise of the most competent up the ranks Persa demands that all houses provide all necessary utilities to its citizens. Persa also puts much funding into creating a powerful star navy and well fortified national territory so as to best ensure that the ancient enemy can be fended off. As well as looking to create alliances and entrenching itself in galactic institutions like the Federation of Free States to ensure an abundance of allies for when the time as come.

Law Enforcement

A dedicated police force is not really existent in the UPD in the traditional sense thanks to the spacer state based structure that Persa organizes itself around. The closest thing to a universal police force is the Patrol Guard, which patrols Persan space and ensures that various houses aren't settling disputes with one another through violence. When disputes do arise they can settled through a dedicated court system which exists to settle inter-state disputes. Capital punishment is non-existent in Persa and prisons are rare with punishment for crimes usually being things such as fines or banishment for the worst crimes. Large station will often employ a force of professional guardsmen and investigators to keep the peace and enforce justice.

Technology

Persan's primary source of power is the HD-Engine which captures gravitational energy escaping into higher dimensions for its energy production. Thanks to the existence of the HD-Engine the Persan have access to a near unlimited source of energy but not power. HD-Engines do not exist entirely within the bounds of normal spacetime and indeed most of their mass can be made to exist largely outside of spacetime allowing for an incredible degree of miniaturization. This has allowed them to create the IV-Minus Nanomachines which allow the Persan to manipulate matter on a the scale of individual atoms, creating other nanotechnologies on the atomic scale, and creating artificial life. This has led to the creation of Synthorgs, massive biomechanical beast artificially created to act as vehicles, ships, and structures.

Synthorgs are large organic but with cybernetics and nanotechnologies integrated into them on a atomic level meaning that it can be difficult to determine where the synthorg begins and the machinery ends. Smaller devices, tools, and weapons are largely mechanical rather than organic but possesses some from of biological component. All Persan technology can be commanded through artificial means of telepathy and telekinesis granted by neurosync interfaces and augments meaning the Persan have no need for physical interfaces to control their technology but often have redundant ones that can be activated in case of situations where neurosyncing becomes no longer viable.

Industry

Persan industry is something again of its own unique beast thanks to the development of nanoprinters and nanoforges, along with its own heavy amounts of automation. Nanoprinters and forges effectively allow for single individuals or a single small group to create large numbers of high-quality goods so long as they have the raw materials for it. Certain highly complex things such as ships and vehicles cannot be created via nanoforges or pnanorinters and require automated assembly lines to produce, however, their individual components can be. To this end, Persan industry is largely built on large cooperative between multiple different craftsmen and cottage industries cooperating with automated mining operations, cargo hauler crews, and automated factories to mass produce large numbers of various products.

Education

Rather unusually for a spacer state is that the Persan as a people tend to be highly educated with most citizens occupying white-collar positions and blue-collar work largely being done via automation and by highly skilled tradesmen. This is thanks to a high level of connectivity found in Persa thanks to the MetaNet, a massive FTL network that is effectively the Persan form of the internet. The MetaNet hosts massive online campuses that students neural sync into to learn, seeming to be right there while though they have likely never left their bunk on the ship while doing so. This has allowed the Persa to bring a high level of connectivity and education to many of its peoples in spite of how scattered and isolated they can be.

Infrastructure

Persan infrastructure is highly reliant upon the existence of the MetaNet, a massive FTL communications and information sharing network generated by neurosyncing augmentations and interfaces and quantum teleportation nodes creating a massive disembodied FTL nervous system that acts as the Persan internet. The MetaNet is critical to Persan infrastructure as it provides the necessary connectivity for Persan cooperatives and collectives to coordinate their business over the vast distances of space and for the central government to have an active presences in all of the UPD's component states.

As a spacer state, most of Persa's infrastructure exists in space as the name would indicate. This is mostly composed of various stations and fleets of ships scattered throughout Persan space. While most of these tend to be rather small much larger space habitats exist often comparable in size to the massive megacities planet dwelling civilizations use. Mass use of automation is present throughout Persan space with AI and robots performing many tasks with strong organic oversight, while actual citizens tend to be highly educated or highly skilled, working alongside various robotic and automated systems in their daily life.

Trade & Transport

As a spacer state trade and transport between tribes and clans is critical to the lifeblood of Persa. Virtually every family has at least some form of transport capable of hyperspatial travel and all clans and tribes maintain their own small fleet of ships for transport and trade. Clans and tribes often specialize in the harvest and/or production of certain resources and/or products, trading with one another for what they themselves do not produce to keep relationships normalized. The central authority of Persa maintains a network of hyperspatial gateways allowing for near-instant transport between areas of critical control in Persa.

Imports

Persa, being a spacer state, makes heavy imports of various resources that are best harvested and produced on planets. Foodstuffs such as vegetables, fruits, dairy products, and meats are common so as to provide a more varied diet than insects and algae. Other organic products such as wood, textiles, and even pets are imported. Beyond organic matter, Persa often imports gold and gems for jewelry as well as art, film, books, and other media. Finally, Persa imports personal arms and weapons from its allies such as Ukanium armor which tends to be of better quality than the often ramshackle designs Vanara spacers can create on their own.

Exports

Persa's primary exports are various space and astro-travel-based goods and services. Many Vanara work as mercenaries and privateers happily working for pay by launching raids against their employer's enemies, helping to guard trade lanes, and even hiring themselves out to do surveys, expeditions, and colony startup. They also export much in the way of hyperspatial technology such as drives and communications systems, as well as hyperspatial kinetic and explosive ordinances. Even entier ships have been souled in the past. Beyond all that Persa extensively mines asteroids for metals and other mineral wealth which they export.

Doctrine

The UPD tends to operate off a doctrine of maneuver warfare or the use of shock and disruption to defeat an enemy via the decapitation of their decision making. Rather then engage enemy strongpoints directly UPD doctrine looks to use heavily mechanized, combined arms units to bypass enemy these strongpoints and cut them off via the destruction of command and control centers, logistic chains, and fire support to isolate enemy forces so that the UPD can destroy them with minimal resistance. Because of the demands of maneuver warfare UPD units tend to be highly flexible and independent with a decentralized command structure with much on the ground decision making. They also as mentioned before use combined arms employing hybrid units of armored fighting vehicles, infantry, artillery, and air support. While many if FFS tend to prefer elite units the UPD tends to opt for decently trained and well built units that can be deployed in larger numbers but are not disposable cannon fodder to be used to bury the enemy under a mountain of bodies like some militaries that play the numbers game do.

Army

The Persan army is one of the most mechanized armies in the FFS, with the UPD employ large numbers of armored fighting vehicles and power armor equipped troops together to combat their enemies. UPD power armor is a hybrid between the UKA battlesuits and Persan orichalcum weave and full subjectivity sync rigs creating a light weight suit of power armor that might as well be a second skin to the soldier. When it comes to Persan armored vehicles the Persan often deploy large numbers of tanks and artillery. The design philosophy of these vehicles tends to be unfocused though there is a heavy emphasis on missiles as main weapons and lasers as secondary weapons. Persan armored vehicles often need only a pilot rather then a whole crew thanks to Persan AI, automation, and neural-sync systems. The most impressive and iconic Persan ground assets though are their mechs, emaciated yet hulking Stitch-possessed (paracausal demon) machines that act more like a living being than a simple robot. Known as Archangels these mechs have the mysterious power to teleport by moving through fast-time.

Navy

When it comes to naval combat the Persan often put heavy emphasis on ships that are able to operate on their own, away from the main-line for scouting, commerce protection, and raiding to weaken enemies before the main fleet arrives to finish the job. To this end the Persan have notable preference for heavy cruisers, highly mobile pocket battleships able to operate independently and hold their own against larger capital ships. As mentioned in the army section above the Persan often deploy missile weapons and their navy is no exception to that rule. One of the most well known ships in the UPD's disposal is the arsenal ship. Ships often remotely controlled by Persan heavy cruisers that effectively act as giant missile launch platforms and can fire both conventional and hyperspacial missiles. Despite their focus on heavy cruisers and arsenal ships the UPD does employ ships such as battleships, carriers, frigates, and destroyers to make up the core of their fleet as well as smaller patrol ships such as corvettes. By far the greatest ships in the Persan navy as their juggernauts, massive carriers able to to support a fleet on intergalactic deployments and wielding massive spinal EMP cannons able to send a whole planet careening back into the stone age.
