Structure[]

Emperor[]

The Emperor is the head of state and commander-in-chief of the entire Zarbanian Empire, and commands all with great authority. Holding executive power over the state, as well as power over the armed forces, including the Army, Navy, Intelligence, and the Imperial Knights, the Emperor may make any decision he wishes, so long as the Elector Counts and the Senators agree to it, and do not countermand his orders through a vote. In order to counter a legislation he puts forward, more then half the senate, and at least half of the Elector Counts must vote to counter it. These votes can start either with a senator declaring his distaste for the bill, an Elector Count desiring to stop it, or the Iron Chancellor declaring a vote if he believes the people of Zarbania will not benefit from it. Most of the day-to-day running is handled by the Iron Chancellor, with the Emperor often signing his seal to the documents and laws in question, or using the Chancellor as his proxy in Senatorial affairs.

While Ridanax has held the title of Emperor for life, he has set forward plans in place to prepare and change slight powers within the position if he dies or disappears, such as setting further limits on how long an Emperor may serve, his or her power, and from where he or she must be chosen.

Iron Chancellor[]

The Iron Chancellor is the second in command of the Empire, commanding the Council of the Senate, sitting higher in position then the Elector Counts, and holds the "Power of Justice within the Imperial court, holding the Emperor accountable to every citizen of Zarbania, immigrant or otherwise". Elected from the Senate, the Chancellor handles the day-to-day runnings of the Empire, pushing forward laws and legislation on his behalf, with the approval of the Emperor, heads the Senate and Elector Counts in their meetings, and technically holds power over the Courts. The Chancellor further meets with foreign diplomats and dignitaries, heads of state (When the Emperor is busy in some matters) and is considered the head of foreign affairs in Zarbania.

Elector Counts[]

The heads of every sector and colonial holding within the Powers, the Elector Counts of Reikinburg, Mitteleland, Eisenburg, Kasseland, Sturmarx, Stierland, Nordvaria, Fryaburg and Schweliestein-Holstag, as well as the colonial provinces of Ure and Sodinberg, are represented by a High authority who technically rules his provinces like a monarch himself, acting as a president of sorts to the whole province. Any may hold the title of Count, so long as they have held a position in the governorship of a world, or the Senate. The Elector Counts have higher authority in the running's of their worlds, but less voting power in Reikenstag, where they are subservient to the Emperor. To pass laws, the Senate or Iron Chancellor need only half of them to support the measure.

In the case of the Emperor's disappearance, the Elector Counts will vote on a new Emperor to lead their people. After this, he or she will then be voted on by the Senate and the people of Zarbania.

Council of Senators[]

Every world within the Nation of Zarbania is represented by two senatorial leaders, who are above the standard planetary governors, and act in voting and passing laws by gaining a majority of their votes, be they Emperor, Iron Chancellor or another Senator. The Council will further oversee the appointment of new Judicial Court appointments, vote on diplomats appointed by the Chancellor, and vote on legislation amongst themselves, having the majority of power to do so. The Senate further can bring court proceedings against any government or military official that acts in a manner against the desires of the people. At any point, a Senator can be voted out if his people are upset by his or her conduct or voting habits.

Council of the Cults[]

Having little actual power, the Council of Cults exists to assure the various religions of Zarbania that the Emperor will keep a close eye on their needs and freedoms, though the freedom of the people has a whole is secondary to what an organized religious group wants. Essentially freedom of religion, association and freedom from discrimination and assault are guaranteed by law, but the Theocrats hold no actual power. The Cults of the Empire each represent a major religion or god within the provinces, and include the Cults of Frya, Taalir, Loranald, Hel, and various others within the Empire. Further, foreign religions also receive a Cult position once they have achieved a certain level of popularity in the population, such as the Cult of Spode, Cult of Zaraturai or another.

Every Cult is headed by a Pontiff, who appoints the Heads of every Mission in a province, sees to the conduct of priests in their provinces, and ensures religious freedom is guaranteed. If a certain religious group believes they are be discriminated against, the Pontiffs are required to bring it to the Emperor, no matter their own personal thoughts.
