The Congregation was an immense hyperpower spanning the reaches of the First Gigaquadrant, with its centre in the Tuuros Galaxy. Headed by the Ultraterrestrial tyrant known as Lord Zhuleshxi, The Congregation was instrumental to a myriad of genocides across the First Gigaquadrant for several millennia, being branded as the First Gigaquadrant's largest terrorist organisation. In truth, the Congregation was in itself an instrument of Zhuleshxi's design; a convoluted machine twenty thousand years in the making of causing a calamitous event as to summon the Samut'angar into the First Gigaquadrant.
Though struggling to gain a complete foothold within their home galaxy, the Congregation was a formidable and intimidating force that instigated thousands of years of massacres and naval battles that wiped out several civilisations that stood against them. The Congregation was eventually pushed out of its Andromedan territories in the War of Ages, however claimed a decisive victory as Zhuleshxi laid waste to the Tigris Galaxy, killing himself in the process. For a number of decades, the Congregation was left in a disunited state until Hez'Kalka banded together the largest remnants of the Congregation and formed the Dominion of the Xhodocto.
