France, also referred to as the French Seventh Republic, is a unitary parliamentary republic located in the Orion Arm of the Milky Way Galaxy. One of the successor states of the controversial Sixth Republic which lost a war against the Delpha Coalition of Planets, this incarnation of the French nation is a dependency of the Human Superstate.
After the Parliamentary coup on June 21, 2802 which ousted the conservative government of Laurene Maxime, the leftist wing of the Socialist Party took over. President of the Senate Casimir Gérard assumed power and surrendered to the Delpha Coalition of Planets soon thereafter, decisively putting an end to France's involvement in the Great Xonexian Schism. While no DCP troops ever set foot on French soil, the French government remained under DCP occupation until it was handed over to the newly-formed Unification Council, composed of DCP friendly human states. Their task was to form a unified human government, a cause that initially proved to be popular with the French populace.
French leftists were permitted by the Unification Council to rewrite the French Constitution to address liberal grievances, such as excesses of the executive, the overly decentralized nature of the French government, harsh economic policies, and a convoluted system of colonization. The French constitution of 2802 greatly limited the executive and legislative powers of the French presidency to a nearly ceremonial role, investing far more responsibility into Parliament and the Prime Minister. It also declared France to be a Unitary state, whereas before it had practiced Federalism, greatly weakening the claim of French regions to political autonomy. This caused outrage among the citizens of the regions of Conservative France in particular, as the measure ended the tradition of local rule which was essential to their identity as an ethnic nation.
The new constitution brought about many other political changes to the French system which were not in the text. The Socialist Party, which had been the dominant party in French politics for a little less than a hundred years, split into two groups: the Unificationists, French leftists supportive of the French Superstate, and the so-termed "Nationalist" opposition which sought to put a dampener on the left's more radical policies and to maintain a certain degree of independence from the Human Superstate. With the Unificationist stranglehold on Parliament, the new French Republic has begun repealing many of former President Maxime's initiatives, choosing to implement social democratic solutions for the ailing economy.
In January of 2803, the French Republic was rocked with the sudden secession of its colonial holdings to form the independent French Colonial Empire. This began a long struggle for diplomatic recognition between the two French states, opening the question as to who was the real successor to the French Sixth Republic. On January 9, the Gérard administration announced that it would break ties with any nation that engaged in diplomatic discourse with the French rebels and has been forced to do so with a number of states.
Mainland France, where the vast majority of the French population lives, is located on the Orion Arm in the Milky Way Galaxy and spans many hundreds of thousands of systems around Sol. For administrative purposes, mainland France is divided into thirteen regions presided over by a regional government called a préfecture, composed of an elected General Council and a préfet. Regions had a certain degree of autonomy from the national government and were allowed to make laws which overruled federal law. However, since the institution of the new constitution, that privilege has been revoked, leading to many conflicts between regional and federal institutions.
As a result of its extragalactic colonization efforts near the end of the 2700's, France also had extragalactic territories in Andromeda, Mirus, the Quadrants, and Bunsen. In 2803, those territories seceded to form the French Colonial Empire, though the French Republic still claims ownership over them.

Enclave system Edit
Given the exponential growth of the French population, it was not uncommon for minor nations and species to find themselves trapped inside internationally recognized French borders. These enclaves typically had nowhere to expand and very little ability to trade with the outside world. In order to remedy this, the French Enclave System gave these enclaves access to French space, infrastructure, markets, aid, technology, and representation within the French national government in exchange for sovereignty and independence. Every level in the enclave system provided increased benefits in the system while progressively taking away the enclave's autonomy. The last level transitioned into full French annexation of the enclave.
Enclaves had the ability to move up and down the system at will, though the bureaucracy involved was sluggish and applications generally took months to pass through deliberations within the Ministry of the Territory and Immigration and were eventually approved by Parliament.
