The Council of the Brood are the ruling body of the Brood of War, and are the supreme power behind all of the Brood's actions. Led by eight members, the Council supports the actions of the Fleet of Ruin and the Dragon Battleguard, seeing it as their overall responsibility. They command the largest armies and fleets, taking over all command from officers of each when they are involved.
Overall
The Council is exclusive to only Zazane, both normal and enhanced. The Brood follows all their orders, though surprisingly they do not make decisions as a whole. Instead, the individual members control some part of the Brood's territory and the forces within that territory obey the general command of the Councillor in charge. The members also handle different parts of the Brood as a whole, such as money and weapons manufacturing.
The Emperor of the Zazane always has a seat within the Council, as do the leaders of the forces within the Brood, such as the supreme commander of the Dragon Battleguard or the Fleet of Ruin. It is uncommon, but at times they will meet in order to discuss the state of the Brood and actions outside of their territory, such as commencing war or opening trade routes to new empires. In the years the Brood has been active, the Council has had no need to replace members as of yet.
